Contrary to Cayman Island, the majority of countries on the earth are not tax havens. While justification of payroll tax has been called into question—in part because of pushback from taxpayers arguing that their earnings entirely belong to themselves.

This unwillingness to pay taxes is also exacerbated by the likelihood of bureaucratic misappropriation of tax revenue that is received and intended for use in promoting the general welfare.

However, a quick glance at world income tax policies shows that the above-mentioned apprehension could be unfounded, if tax refunds for marginal groups are combined with anti-corruption campaigns. De facto, proposals to completely repeal taxing as a civic obligation should be considered foolish, as such draconian cuts would create havoc and chaos in sustainable societal progress. Significant amounts of tax revenues are allocated to the upkeep of various physical infrastructures as well as the development of smooth roads, uninterrupted power supply and clean water utilities. With this money, government initiatives like public education and assistance for underprivileged people might be supported. Not to mention, purchasing and building security equipment may be of even greater relevance in order to protect a country from both internal and external threats.
