relate vt. 把...联系起来；②叙述；讲述；讲（故事）
joke n. 笑话。
from部分是介词短语修饰joke，说这个笑话来自那里，cotton n. 棉花
这里的country可以指 “国家，地区，或者农村” 都行，文章作者并没有具体说是哪儿。
about部分也是介词短语修饰joke，即，这个笑话是关于什么的：about just how much a modern textile mill has been automated:
how后面是介词about的宾语从句，how much表示程度
textile n. 纺织业；纺织；纺织品
mill n. 工厂。
automate vt. 使自动化。
冒号后面是具体解释前面的内容：The average mill has only two employees today, “a man and a dog.”
employee n. 员工；雇员，即：一条狗和一个人。
②The man is there to feed the dog, and the dog is there to keep the man away from the machines.”人是负责喂狗的，狗则是为了让人不要靠近机器的。
这是两句话，用and连接

keep sth/ sb away from：使...远离...。

总结：第一段是说，纺织业自动化程度高，只要一人一狗就可以了，就是不需要多余的人了。
